It wasn't just a cameo.
When you meet Fawful, he goes on about how much he despises the Mario Brothers, how he's going to bide his time and strike when the iron's hot with a new plan. He's biding his time by waiting in the sewers of Peach's Castle (And even then, in a place the Adult Mario Bros. wouldn't be able too, and the Baby Bros. don't know who Fawful really is as of yet so they wouldn't know) and doing whatever he's doing in the back room.
Next Game?
He does what he intended.
Bides his time, comes up with a plan and strikes when the iron's hot.
And he succeeded.
In the schematic of things, PiT is a direct prequel to BiS.

But, that's why we love Fawful.
He's annoying, and real darn good at doing so.
He always dances around, talking in such a weird way that Bowser can't even understand, and dangles victory juuuust infront of your face.
And when you do claim Victory, he finds a way to come back and ruin things some more.
It's the thing he does.
And he's good at it, too.
