Origin Originally appearing in the 2003 title Viewtiful Joe, it revolves around main character Joe having to save his girlfriend from a movie she gets pulled into. While in "Movieland", Joe can transform into Viewtiful Joe, which gives him power of visual movie effects(VFX) and audio movie effects.
VFX Whenever Joe uses a special move, he uses some of his VFX, which regenerates whenever he does not have a special move charged. If he is out of VFX, he turns back into regular Joe, and cannot perform special moves(except up-special) until his VFX is full and he turns back. Joe would initially have 7 VFX.
Specials
Neutral Special Sound Effects: Joe charges a projectile that increases in size as it travels. When the charge is released on the ground, the projectile travels in a straight line, stops when it hits an enemy, and has decent knock back. Takes the appearance of the onomatopoeia "THUD". When the charge is released in the air, the projectile floats forward slowly while bobbing up and down slightly. This version of the attack is multi-hit and has minor knock back. Takes the appearance of the onomatopoeia "WHIF". Uses 1 VFX
Side Special Mach Speed: Joe charges up and gains faster movement and attacks based on how charged the attack is. As Joe hits attacks, he begins to catch fire do to his speed, cooling off when he isn't attacking. If he uses side special while on fire, he releases a mid to high knock back wave of flame based on how hot he is. Using Slow Motion cancels Mach Speed. Shocking Pink's fuse runs shorter while in Mach Speed. Chopper-Verdy ascends faster and higher while joe is in Mach Speed. Uses 2 VFX.
Down Special Slow Motion: Joe charges up and begins to move slower and also become stronger based on how charged the attack is. If Joe down special while in Slow Motion, he releases a shock wave that slows down enemies based on how much charge the move has. Using Mach Speed cancels Slow Motion. Shocking Pink's fuse runs longer, but the bomb is more powerful in Slow Motion. Chopper-Verdy ascends slower and does not go as high while Joe is in Slow Motion. Uses 1 VFX.
Up Special Shocking Pink/Chopper-Verdy: On the Ground, Joe kicks a bomb that can be rallied back and forth with attacks from both players. After a short amount of time, the bomb explodes damaging all players within the radius of the attack. In the air, Joe latches onto a Chopper-Verdy, one of the minor enemies from the game, and uses his propeller to ride up into the air.

Normals
Jab Combo: Joe punches 3 times.
Side tilt: Joe kicks in front of him.
Down tilt: Joe performs a crouching punch
Up tilt: Joe performs an uppercut.
Dash Attack: Joe slides across the ground, feet first
Up smash: Viewtiful Forever. Joe strikes a pose that's just too cool.
Side Smash: Joe performs several very fast punches to lock the opponent in, and then one strong one to knock them away.
Down Smash: Joe kicks back and then punches forward so fast, an after image is created and the hits happen simultaneously.
Neutral air: 360 kick. Joe fans out his legs and spins around.
Up air: Joe punches diagonally upward.
Down air: RedHot Kick. Joe goes down extremely fast while doing a spinning, flaming kick.
Forwards air: Joe swings his fists from above his head, to down in front of him. Has a meteor smash hitbox of course.
Back air: Joe Kicks behind himself
Grab: Joe grabs his opponent by the collar.
Pummel: Joe headbutts his opponent.
Forword throw: Joe throws his opponent over his shoulder
Back throw: Joe puts his opponent behind him and then kicks.
Up throw: Joe lets go of his opponent, and then performs an uppercut.
Down throw: Joe punches his opponent down to the ground
Other Stuff
Entrance: Joe jumps in from the foreground as the announcer from his game says "Just go for it!"
Victory theme(1:51-1:57)

So much support! I love Viewtiful Joe, and I've thought for a long time that he'd be perfect for Smash. I even considered making a suggestion for him, but this does him more far more justice than I could've. I really like the way the specials work, and the wave-attacks he does if he does the special a second time. Not really anything I see wrong with this moveset; great work!
As for the Final Smash, what if all the fighters were transported to the final stage of the first Viewtiful Joe, and Joe himself got into Six Majin. The other fighters could do minor damage to Joe in his enormous mech, while Joe would do immense damage with enhanced versions of his normal attacks, spiced up with some missiles and energy blasts.

I'd prefer to lean away from "Lock the opponent down and hit them a bunch" which was why I didn't choose this as his final smash.

Support but how about this? His final smash is a counter attack to activate it since the game is about dodging to make an opening to hit.
That could be cool, I'll put it in as a possibility.

Presumably we'd only see Joe in his Viewtiful form, unless maybe his intro was Average Joe going "Henshin-a-go-go, baby!" and holding up the V-Bracelet as he transforms. Actually, that should definitely be his intro.

I would rather see the following specials:
Neutral B -Shocking Pink: Kicks the bomb up & down, once released it can be moved back and forth by enemies. Side B -Voomerang: The familiar shuriken thing. Leaving the stick forward, Pressing the stick forward & leaving back in it's neutral state AND pressing forward, but immediately back gives it different angles for an interesting play akin to MvC's. (Like one traveling faster, another making a U-turn and going behind him, etc.) Up B -Red Hot Kick: You can aim it upwards, diagonal up or diagonal Down. It bounces enemies up and allows VJ to confirm with an aerial.
Otherwise SUPPORT!

This, I support. Final Smash should be Slow and Zoom, from Tatsunoko vs Capcom. He throws a punch in front of him, and if it connects, he'll taunt the opponent. The opponent will be forced to try to hit back, but he'll dodge with Slow being activated. He'll then send them upward and leap to meet them in the air, as the camera zooms in on him. He strikes a pose for the camera, and the opponent is sent flying. You may have to look that up if you don't understand my explanation.
