Here's some information on him before people jump to the conclusion of"but he isn't on a Nintendo console!"
It is true that he and his partner, Xiaomu , didn't appear on an Nintendo console in their game of origin, the japanese only Namco x Capcom, but afterwards he appeared in the RPG series "Super Robot Wars", which was only multiple Nintendo Consoles, and his most recent appearance was in the Namco/Capcom/Sega crossover, "Project x Zone", exclusively to the 3DS.
I'm not sure if he will make it, but who knows?

Here are a couple of reasons why he should AT LEAST be included in the poll
A) He has been in games where characters in Crusade have also been as well, including:
X
Ryu
Evil Ryu
Chun Li
Mike Hagger
Heihachi
Klonoa
And the same goes for these DLC candidates:
KOS-MOS
Zero
Morrigan
Dante
Frank West
B) He WAS JP-only, but since Project X Zone is also coming to America, I say that he could be eligible.
C) He could be considered a surprise character, due to his previous international status, like SSF2's Black Mage/Bomberman, and for Crusade(previously), Chocobo(due to the fact that he hasn't made a playable spin-off in 10 years) or Cless(since Excalibur begged Crusade to include him before he was replaced by Heihachi and Klonoa who ,again, made an appearence with Reiji in Namco X Capcom/Project X Zone)
D) He does seem to not be the only character that's japanese in Crusade, as there are plenty of others, both in the roster and in the DLC campain that were japanese as well(including the original Super Smash Bros, which was to be japanese-only as well, but was later moved to other countries as well due to the popularity it recieved)
E) A lot of the series represented in Crusade are RPG's:
Legend of Zelda
Pokemon
Earthbound/Mother
Fire Emblem
Golden Sun
Final Fantasy
And some of the series have made RPg's as well:
Mario
Klonoa
Sonic the Hedgehog
I think that should be enough reasons...for now.
