Sakurai isn't biased. That's why Dedede wasn't in Melee, and instead we got 6 clones.

The bigger question would be...why WOLF would have been in before Ganon or Zelda...

They didn't add Zelda most likely because, before OOT's release, I wouldn't expect many people to actually want to play as a character who was kidnapped/incapacitated for almost the entire duration of every game she was in, and whose fighting ability was only shown in a CD-i game. At least with OOT, we saw that she could use magic and disguise herself as part of an ancient native race of badass ninja people, ergo something to draw a recognizable moveset from.

As for Ganon, I have no idea.

OoT was released before SSB. So Sheik could work (even if Zelda couldn't) and so could've Ganondorf.

After looking through Brawl's victory music files, I have discovered that Dr. Mario is just as likely as Mewtwo and Roy is to return.

There is one missing one that interests me; the one inbetween R.O.B. and Jigglypuff.
This goes along with another theory of mine that there was to be another series represented with a character that had not been.
Brawl's music files group songs together by alphabetical order, as thus:

Notice that O, which is inbetween Animal Crossing, and Kid Icarus, is missing from the list.
This leads me to believe that the missing fanfare for the character inbetween R.O.B. and Jigglypuff in the data belonged to a character that Sakurai could not include for some reason.

Prime suspect is Starfy, given that Starly's (Stapy as she was known in Brawl) trophy appears in the Fighter Related category, despite Starfy being an Assist Trophy.
Which in turn, could possibly explain why Starfy is a useless Assist. To "get back" at TOSE for denying him as a character.

Many Geno fanboys would jump on and say it was Geno, as he's owned by Square-Enix, but at the same time, he's a Mario character, so why would there be a seperate section missing for him? Also, the cut Beware the Forest's Mushroom song from SMRPG was filed under "A" for Mario.

I love TCRF! I wrote pretty much over half of Melee's Debug Menu page and added all but one of the images on that article. I did some other things on Melee's main page too, like the unused sounds (which I actually need to rip).
