Anytime I boot up the game & select my resolution, the game then just keeps spamming A/Start & even when I get to the main menu it won't let me move & I can't seem to make it stop. Help?...

Try deleting controls.ini in the game's root folder and restarting your computer.
Sometimes this happens for whatever reason until a computer restart.
