First, a few suggestions.
Finish the moveset. I know you're excited about trying to make an impression here, but we can't really judge a moveset that isn't finished. I don't know how the synergy works with his entire moveset, so all I have to go with are some cool specials. Really put in the work to make it look great.
On the topic of looking great, we could really use some visual aids to help us understand what these moves are doing. For example, look at the Neku Sakuraba Thread
. Loco's got .gif's from the game that tell us exactly what the moves do and look like. If you don't have .gif's just lying around, you could look up a let's play on Youtube and make a few .gif's from it.
Onto the moveset:
His tilts are very, very Mario. Especially after you say that Blinx is "all-around average when it comes to his basic physics", these tilts totally sound like Mario's tilts. Maybe you can find something from the game to really make a move that reps the series?
The smashes are nice. Fsmash is a bit generic, but if it looks cool it won't be a problem. Dsmash is an interesting gimmick.
Aerials: Nothing Here!!!!!!!!!!!!!!!!!!!!!
Your pummel is a bit confusing. From the throws and the grab it seems as if people are being sucked into
the sweeper, but your pummel has Blinx kneeing them?
Nspec: I don't know how I feel about this. Maybe it'd work, if you made it so that after Blinx fires any item or bomb, the other players can interact with it (Catching, picking up, etc).
I think your Uspec and Sspec are good. It'd be interesting to have to face away from the stage to recover.
Once again, I can't stress how important it is to finish your moveset before you show it to us
. It's courtesy, and it actually gives us a chance to judge the character as a whole. I can't support half of a character.
