This character could also put some new additions to the gameplay. This character could be only strong in the air and weak on the ground. He can be longer in the air than other characters beause of his balloons but they are also destroyable through attacks or projectiles. Then he must fill up new balloons on the ground to get back in to the air, but this takes time so in this moment he must act very fast because now he is very vulnerable. His attacks could be lightnin ( a hazard from the main game ) and the fish from the main game could also be used as a attack for example the fish pops up from the ground and attacks a player). His standard attacks are punches and kicks, but they are not so strong on the ground or maybe he could just more effective in the air than on the ground. He have also spikes on his boots which could automaticly damage players on the ground which contacting the balloon fighter.

Playstyle: Balloon Fighter is a fighter which is very strong in the air and very weak on the ground. For the most time he is attacking from the air but also have attacks on the ground. He is lightweight. He fights almost with his balloons. He also have a little damage boost if he has his balloons. His balloons can be simply destroyed by attacks.
Jumping: First he jumps in the air and then he fans with his arms to get in the air and higher. This can be used multiple times as long as he has two of his balloons. If he have only one balloon he moves slower in to the air. If he dont have any balloons he can double jump like the other characters.
Jab/Combo: Makes a fistpunch and than a kick ( similiar to Mario ) Forward Tilt: Hits his enemy with his balloons. It depends on how much balloons ( one or two ) he have, how much damage he will deal. If he dont have any balloons he will use his fists but this attack is very weak. Down Tilt: Use his balloons the same way as the forward tilt but this time in the following direction. Up Tilt: Same only this time in the following direction.
Forward Smash: Balloon Fighter opens an balloon and blast the enemy away from the stage through the stream ( loose one balloon ) if he have no balloons he will charge his fist but this is not so strong like the attack with balloons. Down Smash: Balloon Figher will charge and hold a spinning propeller obsticle which will hit the enemy. Up Smash: Balloon Fighter will hold up a giant bubble in to the air which bursts and smash the enemy away.
Neutral Air: Balloon Fighter kicks with his feet. Forward Air: Balloon Fighter fans with his arms to deal damage. Backward: The same move like "Forward Air" only this time he fans in to the other direction. Down Air: Balloon Fighter uses his spikes on his boots to damage his enemys. Through this attack he will loose height because he will pushing himself down with his feet. Up Air: Balloon Fighter grabs his balloons and and push them against themselves to damage his enemys.
Grab: Balloon Fighter grabs with his hands or his balloons. Forward Throw: Balloon fighter inflates his enemy with a pump until he blows in to the following direction. Backward Throw: The same only now in to the following direction. Down Throw: The same only now in to the following direction. Up Throw: The same only now in to the following direction.
Neutral Special: Balloon Fighter throws a lightning bolt Side Special: Balloon Fighter sets or throws a spinning propeller trap ( max amount of traps which can be set are two ) or he use a propeller like pit use his sword ( spinning around ). Down Special: Balloon Fighter starts to inflate new balloons with a pump, ( he need to do this six times to get a new balloon and he can carry a max of two ), but he can also do this four times more and make an explosive balloon which damages other players. If he use this move more than ten times in a row, the balloon will explode earlier and damage the balloon fighter himself. Up Special: Balloon Fighter bursts a balloon on the ground and gain through the explosion a boost in to the air which damage every enemy which comes in contact with him and the explosion. ( attack is similiar like the one from Fox ( firefox ) )
Final Smash: The big fish ( known as the hazard from the original game and a stage hazard from the smash bros. brawl ice climbers stage summit ) will jump out of the ground from the stage and attack all the other players. Final Smash: Balloon Trip - The stage gets a lot of propeller obsticles, and the other players must try to avoid them.
Taunt: The taunt could be his falling animation.
The inspiration for his moveset are from his playstyle in the original game, his appearance and all the obsticles and objects in the original game. His balloons like little helper for him ( like the duck from duckhunt-dog in smash bros. wii u/3ds or like Olimar and his Pikmins ) or like his assistant. He could bring some fresh wind and new gameplay mechanics.

This are the characteristics wich I want to give to the Baloon Fighter if he joins the crusade:
-He uses baloons to hit his oponents while he is on the ground, and they are not so weak when they are used on the ground. -He uses the balloons to fly with his up special attack, and they generate quickly just like the Villager`s up special attack in Super Smash Bros 3ds/WiiU -I will give him this moveset:
Standard special: He starts to inflate a balloon, like the enemies of baloon fight do when they fall down. But this time when the player presses the standard attack button again why the character is inflating it, then the balloon pops automaticly giving damage to the players near it, if he is too much time inflating the baloon it pops by itself.
Side special: He throws a blue star (Like the ones wich appear as hazards in balloon trip mode) The star goes forward and after a moment it dissapears.
Up special: He puts ballons on his head and flies upwards, like the Villager`s up special attack.
Down special: He holds the orange big fish wich appears as a hazard in the game and the Ballon Fighter makes a tiny jump forwards holding him, if a player is catched in the mouth of the fish then he recives constant damage during a time and then the fish dissapears.
Final Smash: He throws a box and when it opens lots of enemies from ballon fight come out of it
Easy on the bumping indeed But seriously, I have some moveset ideas.
Balloon fighter should be a air-exclusive fighter. His ground attacks should be weak, slow and easily punishable, while his air attacks should be dangerously quick and strong. He should also be able to use his Up B infinitely. You may be asking "Wait, isn't that kind of overkill? He could just camp up there!" which is why I think the Balloons should have an air meter, shown next to the character portrait. The air decreases overtime, and it decreases faster the higher up he is. Plus, he loses chunks of air every time he gets hit by a foe, and every time the air meter goes below 50% the second balloon disappears, making it harder to move.
So, how do you recover air? With his Down B, which I am going to call Air Station. He basically throws a machine on the ground, similar to Pac-Man's Hydrant, which can be used to recover air at any time. It never disappears, but it can be broken easily by foes. It takes a total of 5 seconds to recover air, no matter how much you have left.
To sum my moves up... Neutral B: Spark. The Balloon Fighter throws out a blue lightning spark from Balloon Fight, which bounces around the stage for 7 seconds and deals 8% damage with okay knockback. Up B: Balloon Flight. Like Villagers Up B in Smash 4 but with the modifications shown above. Side B: Spinner/Flipper. After a slight delay, the Balloon Fighter throws a Spinner, which works similarly to how the Bumper works in Brawl/SSB4. The player can choose in what direction to throw the Spinner during the delay, and you can even throw it at yourself to recover without air! (Though at 90% this might kill) Down B: Air Station. (Explained Above)
Up Smash: The Fish that appears when a player falls into the water leaps up and bites anyone above it, then sloooooowly and steadily makes it way back under the ground. Deals 15% damage and has insane end lag, but it's at least Balloon Fighter's strongest Smash! Side Smash: The Balloon fighter rolls quickly and hovers above the air before striking the opponent for 12% damage. Better range than most of his attacks, but with incredible starting and and medium end lag. Down Smash: From the bonus stages in Balloon Fight, the Balloon fighter grabs a shortened version of the pipes shooting out Balloons and shoots Balloons on the ground, which then get pushed to his sides. Deals 5% damage, but is surprisingly quick. Medium end lag.
Down Air: The Balloon Fighter holds his hands next to his Balloons, then flaps them below him like when he uses his Up B to hit anyone below him with a guaranteed Meteor Smash. Medium Start-and end lag.
Interesting moveset, but I feel like the Neutral Special and Final Smash could be better. What if...
Neutral Special- (Balloon Flight) Balloon Fighter inflates a balloon. He can decide if he would like a very well inflated balloon or a poor one by tapping the Special button (Tap 5 times for well inflated balloon). The given damage also matters on how well its inflated, 10% for a well one and 5% for a poor one. After inflating the balloon, he lets it go and it flies up the screen until it pops. In mid-air, the delay before it pops depends on how well its inflated (Well inflated balloons pop earlier than poor ones).
Final Smash- (Cloudy Balloon Night) Balloon Fighter looks up to the sky and realizes two storm clouds roll in. One comes in from the left of the screen and the other from the right and they join in the middle, creating one long cloud. Balloon Fighter then flies on top of the clouds to control the storm! Now if the fighter presses the attack button a spark will emerge from the cloud, but B.F. can't fly all around the stage in his cloud. Instead he can only scroll horizontally from where the clouds met. The direction of the spark will depend on your last movement. For example, if your last move was left then the spark will descend diagonally to the left. The sparks will bounce off of walls, and will only disappear when they hit an opponent. One spark will give off 30% of damage. His time on the clouds are just as long as Sonic's or Bomberman's Final Smash.
