I just got Mario Kart 7 and I have to say it is very enjoyable. I have also played most of the other Mario Kart games, and felt like making a general discussion thread for the series.
I guess I'll start with my Friend Code so anyone who wants to play can catch me online: 5284-1666-6989
Also I use a Featherweight build, it's not complete yet but I use Koopa Troopa on Bumble V with Roller wheels (I intend to use Wood when I unlock them) and the Flower Glider. I find that in Grand Prix and Online play Acceleration is the best stat to boost.

Mario Kart 7's online mode = Metal Mario and Wuhu Loop. While unlocking all of the characters was very challenging, and sometimes frustrating, it was worth it. It's probably my favorite Mario Kart game so far.

Ah, Mario Kart 7. Love this game, haven't played it in a while.
My go-to setup for anything really is the Honey Queen with the Bumble V, Slim Wheels, and Peach Parsol. IDK why but the parasol is my favorite glider, probably because while it slows you down in the air slightly (iirc) I think it allows you to stay in the air a bit longer, which is helpful for certain shortcuts on some tracks (I know this helps a lot on Piranha Plant Slide). I don't know if I'm remembering right so please correct me if I'm wrong- I do know that the gliders have more attributes than what is shown on the stats screen while building a car.
Another one of my favorite loadouts is Wiggler (or Rosalina) with the Barrel Train, Mushroom Wheels, and aforementioned Peach Parsol.
I'll post my friend code in a little bit.

MK7 Sucks because no Waluigi and Honey Queen instead
MK7 Rocks because Metal Mario, Wiggler and Lakitu.
I dont have the game though.
Mario Kart DS was the best.

I use Honey Queen cause I barely see anyone else use her Which means I usually stick out compared to the 7 Metal Marios that I'm racing against

I'll add you. Also do you mean Time Trials, because I can see metal Mario being a good choice there. In online the best characters to use are Koopa Troopa, Toad, Lakitu and Shy Guy, despite everyone saying MM is the best. Also MM is identical to Bowser, Wario and Honey Queen.
After my experience and having done some research, here is what I have found.
It's impossible to have one best car and character setup for the entire game, you must have one for each of the major types of modes: Grand Prix/Versus/Online, Time Trial, and Battle Modes. Based on the type of gameplay you'd expect in these three categories, I have come to the conclusion that...
Spoiler:
In the first category (which I will refer to as Versus for now) the most important aspects of a setup are undoubtedly Acceleration and Off-Road. It is not speed, though speed is still somewhat important. The reason for this is because of the item system (mushrooms being essential for using shortcuts) as well as the frequent use of drift-boosting and boost hopping. Use of mushrooms off-road as we all know makes for an excellent shortcut and has won us all plenty of Grand Prix. The Off-Road stat is also important because of the fact that many "intentional" shortcuts are reached by going off-road temporarily. Lastly, following another Kart or bumping into one offers a slight boost, and Acceleration increases this boost.
Given that Acceleration and Off-Road are the essential stats to boost, the best setup to use is Featherweight, the lightest weight class in the game. Weight class is determined by the character, not the vehicle, so in this case the best choices become Koopa Troopa, Toad, Lakitu and Shy Guy. They all share identical stat bonuses, so the choice is merely a preference. They boost Acceleration and Off-Road by 4, Speed and Handling by 3, and Weight by 2.25. Picking the vehicle parts is a bit more complicated, but if you follow the same principle you are simply looking for the parts that boost Acceleration and Off reaod the most while lowering the least in other stats. After looking at the stat bonuses of every Kart piece, the best part combination for the Featherweight class is Bumble V with Wooden Wheels. In general the glider doesn't make much of a difference, as they all either boost or lower nothing or boost Acceleration by 0.25 and lower weight by 0.25. Naturally you want the ones that boost Acceleration because weight is negligable in this build, so the best choices are the Flower Glider, Parafoil, Peach Parasol or Swoop.
tl;dr: Best combo for Versus gameplay is Koopa Troopa, Toad, Lakitu or Shy Guy on Bumble V with Wooden Wheels and any of the following gliders: Flower, Parafoil, Peach parasol, or Swoop.
EDIT: Also I am sad Waluigi was not in 7, but I must say that Double Dash was my favorite game in the series. And Super Circuit was the hardest that I've played, and I've played all of them except the SNES game and Mario Kart Wii.
EDIT 2: In case anyone wants to know how I figured all of that out here is where I got my information about stat bonuses.

I really do miss Waluigi and having Waluigi Pinball to taunt us doesn't make it any better.

I still have a single strand of hope that nintendo might release DLC for MK7 and that Waluigi will be DLC.
Sadly it most likely won't happen because Nintendo doesn't know what the hell DLC is. At least they know how to patch things (Make Wuhu glitch, thank goodness).

I haven't played this game in a while. I hated playing against 7 metal marios though with Maka Wuhu all the time. But I agree with Giga @the best mario kart statement. MK7 did have some cool features though, like kart customization and Wiggler.

I use either Shy Guy or Lakitu because Dry Bones didn't make it.

Have you played New Super Mario Bros. 2? It's filled with DLC levels in it. Also Fire Emblem Awakening is suppose to have Day 1 DLC too.
If you want to play MK7 with me, my Friend Code is in my signature.

Just go to settings, it's easy to configure a wireless internet connection.
EDIT: Your 3DS settings, not the game.

Heavyweights are best in Time trial, and shy guy could use a few extra punds last I checked.
