Yep, Cutman.

Why not anyone else from Megaman?

Well, You would all probably be thinking "Why not Protoman? or Roll? or any of the other Robot Masters?

Well, Cutman not only was there since the very very beginning, but he has remained prominent throughout the series. He no longer is a villain in most cases (canonly he was reprogrammed back to his original nice self after Megaman 1) and he has appearances in many games, being the 'quintissential boss' who appears as a cameo in a few games, boss or otherwise. Protoman and Roll, while they have also appeared those several times, are just generic hero characters who most likely wouldnt bring anything outstandingly unique to the table (Protoman with Proto Buster and Shield and Roll with a Broom/other Megaman weapons that he also has), while Cutman would be able to use the Rolling Cutter (of course) to act as both a slashing weapon and its signature Boomerang feature, and he can use similar powerups to megaman with obvious differences, being Cutman, of course. He can even fuse with Rush just like Megaman could to gain a super form! (None of the other masters could do that).

He is also a leader figure among the other original Robot Masters (other than Megaman), and is usually viewed as such when Megaman isnt with them.

How would he fight?

I already had a moveset planned for him:

Jab Combo:
Cutman will take off his cutter, jab it forward, deliver a punch with his other hand, then do an uppercut with the cutter.
Side Tilt:
Cutman will tilt his body forwards and his cutter will snap at the opponent.
Up Tilt:
Cutman will lean forwards, then quickly snap his body up wards, slicing the cutter still on his head backwards. He has to catch himself so he doesnt fall backwards.
Down Tilt:
Cutman will snip at the opponents feet with his cutter.
Side Smash:
Cutman will take off his cutter, and leap forwards, slicing it in front of himself as he leaps.
Up Smash:
Cutman will jump upwards and snap his cutter, as if trying to cut a large tree branch up high.
Down Smash:
Cutman will quickly spin his body around fists out, moving forwards as he spins, with a smile on his face.
Dash Attack:
Cutman skids to a stop, kicking up dust in front of himself as his heels are in the dirt.
Neutral Air:
Cutman will do a midair kick. His cutter snips several times while his leg is out, doing damage if it's touched.
Forward Air:
Cutman will toss his cutter forwards, acting like a shorter range version of his Rolling Cutter.
Backwards Air:
Cutman will flip backwards and his cutter will snap at the opponent. Hitting his body will cause a few hits, but the sweetspot is the cutter.
Up Air:
Cutman will try to 'air swim' upwards, giving him some slight lift, then he snaps his cutter upwards.
Down Air:
Cutman will stick his arms in the air and look down, and snap his legs together in a cutter-fashion. This causes upwards knockback. if not hit at the very bottom of his feet, which makes it a downwards spike.
Neutral Special:
Cutman tosses his signature Rolling Cutter. It has great range, and does much more damage than Link or Krystals Boomerangs. The only problem, he cant use any moves while the Cutter is out. But, it will always return to him.
Side Special:
Cutmans arm will turn into a 'Blaster', and he will shoot a cutter from it. If the Cutter hits the opponent, it will stick in them and they will be frozen in place for a little bit, as if tacked to a wall.
Up Special:
Cutman will cut a hole in the 'backround', and jump into it. A little lump will appear showing where he is crawling, but he cannot be damaged while in there. He can stay inside for 4 seconds until he is forced to come out. If the attack button is pressed before he comes out, He will throw out either a Yashichi (a shuriken-like item), Two Bouncing Pumpkins, or a large Akuma Doll.
Down Special:
Cutman will whistle, which causes Rush to come in. Rush will follow Cutman around for a little bit, not doing anything. If Cutman uses his Down Special again whiel Rush is following him, Rush will appear to be charging power for something. Pressing it again will stop him and he'll follow cutman again. Once Rush is finished charging, he will glow slightly. if Down Special is pressed one more time, Rush will fuse with Cutman, creating Super Cutman! http://images.wikia.com/megaman/images/4/43/Supercutman.jpg
Super Cutman will be like Kaio-Ken Goku, having a limited timespan of use. He will have all of his attacks powered up, gain the ability to hover, and have multiple jumps!

Final Smash:
Cutman will raise his hand to the sky and yell something, and all of the other original Robot Masters will show up behind Cutman, and fire a super attack combination!

We kind of already had a Mega Man DLC poll.

Zero won.

It's a little too late, despite how cool you convinced me he is....

There was an Other option.

And by that logic, people can try to get support for say, Blood Falcon since he wasn't on the F-Zero poll.

I was actually putting this together before that poll ended. never got a chance to put it up.
